The Provincial Executive Council is the governing body of the Lay Fraternities of St. Dominic within the St. Martin de Porres Province.
Elected by the Provincial Council and bound by the Rule and the Particular Directory, its members serve the fraternities and their members across the eleven states of the Province. The Council coordinates formation, governs province-wide affairs, supports local fraternities, and maintains communion with the Dominican friars and the broader Order of Preachers.
All officers serve in the spirit of St. Dominic: with prayer, study, and a zeal for the salvation of souls. Officers are elected at the Provincial Council meeting for three-year terms and may serve no more than two consecutive terms in the same office.
Presides over the Provincial Executive Council and the Provincial Council, represents the Province in all official matters, and ensures the faithful implementation of the Rule and the Particular Directory.

He is an ex-officio member of the Provincial Executive Council, ensuring the fraternal bond between the Lay Dominicans and the Order of Preachers.

The Council oversees and coordinates the formation programmes for inquirers, candidates, novices, and all promised members across the fraternities of the Province.
The Council visits, advises, and assists local fraternities, helps establish new fraternities, and provides resources to support their life and apostolic mission.
The President represents the Province in the Dominican Laity Interprovincial Council (DLIPC) and in all official dealings with the Order of Preachers and Church authorities.
The Council administers the financial resources of the Province, establishes the provincial assessment, and ensures transparent accounting to the Provincial Council.
